Most labour immigration policies include a “labour market test”, which aims to protect local workers aginst competition with migrants. But who exactly are the “local workers”? Who should be protected against whom?

Better policies on migration require a better public debate. We urgently need more open discussion about the limitations of the nation state in controlling immigration, the inescapable trade-offs in the effects of migration, and – perhaps most fundamentally – the policy objectives, including the underlying ethical questions.
